How many people have you heard say that drinking wasn't as exciting after they turned 21? I've heard many people say that. Why do you think that is? It's because breaking the law while drinking makes it more of a rush. I think Germany has it right. You can drink at 16 and drink spirits at 18. Teens are going to try alcohol and if the first drink is a legal one they are less likely to start binge drinking. They have far less drinking problems than we do.
